• However, behind closed doors, the Township Engineer pushes for sewer lines to Richland on behalf of BVT, “The Township may be willing to embrace the proposed EIA changes as long as the potential for...sanitary sewer along Route 40 to Richland Village is also part of the conversations.”

• The Pinelands Commission (David Kutner?) indicates that all parties (Pinelands Commission, Atlantic County Utilities Authority (ACUA), and Twp Engineers Schaeffer/Nassar/Scheidegg) have substantially completed their study duties and “we have concluded that the system is feasible and ready to move forward to permitting.”
• ACUA completed the sewer plant preliminary mounding analysis.
• ACUA has already chosen a specific package sewer plant system.
• The Township Engineer already dug soil test pits and picked locations for two package sewer plants in Richland.
• The Township Engineer identified the full extent of Richland Village sewer service boundaries.
• The Township Engineer already modeled the sewer plant at buildout capacity, sufficiently sized to hook up every existing home and business twice over.
• A preliminary nitrate dilution model to dispose the wastewater on site is complete.

A-7 Document, Preparations for Sewer
08/06/2008 Richland Village Community Waste Water System
• The Pinelands Commission, Atlantic County Planning Office, Atlantic County Utilities Authority, and Township Engineer plan
to meet in Richland to conduct soil pit excavation at two sewer plant locations.

gallons per day commercial use, or 92,814 gallons per day combined use.
• The Pinelands Commission generated build-out estimates.
• Arrangements are being made to use public works and the municipal backhoe to conduct testing, and hire a surveyor; all without
public knowledge.
• A site plan already exists ("have a surveyor locate field reference points...on the site plan").
• Once soil tests are done, it will "enable us to predict the general dimensions of the disposal field".
