Township, and the Atlantic County Utilities Authority
• The $100,000 Pinelands Commission contribution was only a loan, not a grant, “Seek funding for system construction and design and, if successful in obtaining such funding, reimburse the Authority and the Commission for costs it incurs pursuant to this agreement” (II.A.3.) & “If this Memorandum of Understanding is terminated, the Township shall, to the extent that funding for
the design, and/or construction of the wastewater system has been secured, reimburse the Authority for all costs incurred up to the date of termination in accordance with paragraph A.3.” (V.D.)

Richland Village: Buena Vista Township Discretionary aid program
• The Bikeway grant has to be cancelled because “the Township is unable to obtain Pinelands’ approval.” Dawn Gorman, the Township Administrator, reported to NJDOT, “unfortunately due to pending issues with the Pinelands, we cannot complete the bikeway portion at this time.”
The Township misused the bikeway grant to continue with Richland's redevelopment. The grant was to pay for redevelopment permits, design, engineering, and studies that have little to do with an actual route and certainly is way short of the award's spirit. It is a parking lot sidewalk and quick fix to various prior redevelopment violations.
The number one goal of the NJDOT bikeways grant program is to add new mileage to the system. According to the Pinelands application this path is 2,793 linear feet for $148 k, or $53 per linear foot. Average roadway bike speed is 18–22 m.p.h. Taking the mean at 20 m.p.h, the total biker's experience should last 1.6 minutes. Is this really appropriate?
According to the January 18, 2010 bikeway application, the grant would have paid for a basin where less than 5% of the basin capacity was related to actual bikeway storm-water needs. 95% of the basin had nothing to do with a bikeway, but instead appears to be a roundabout way to continue with Richland Village redevelopment and to get rid of package sewer plant effluent.
